 1.  In National Eligibility-cum-Entrance Test (NEET) – Undergraduate Medical Entrance there is a common syllabus, single exam, one result. Medical Council of India (MCI) has agreed to reserve 85% seats as State Quota on demand of different State Govts at MCI meeting. This goes against efficiency and real talents – violating constitutional rights.

When there will be no state-wise reservation, in educationally backward states majority of seats in medical will be filled up by the brilliant students of other states. Provincialism will create a new problem - all over the country there will be a problem of law and order.

Leak out of question paper in any exam conducted by CBSE board is day-to-day phenomenon. In last year AIEEE question paper was leaked out. More than fifty thousand examinees failed to sit the examination for mismanagement.    

3. The Board which is taking CBSE-PMT exam. for last 24 years and failed to establish even an office in different States to meet up grievances of the students or people couldn’t claim themselves to be a credential organization.

5. The concept that exam burden for several medical entrances will be relieved through NEET, is not true. AIIMS, AFMC, PGIMER, JIPMER (Puducherry) & medical colleges of Jammu and Kashmir (under Article 370) etc. are out of NEET.

 Further on 04/11/2011, MCI published final Syllabus for NEET-UG in Physics, Chemistry, Biology (Higher Secondary Stage). This syllabus is for National Eligibility-cum-Entrance Test (NEET) for admission to MBBS courses all over the country. MCI can never publish final Syllabus for NEET-UG without prior approval and Gazette  notification of Central Govt. This is also a part of admission procedure to MBBS. This is against law.

NEET put off by two years

 They said the breather from the Apex Court followed the suggestions sought by it from different states including Jammu and Kashmir on the matter after the MCI had for the first time announced to hold an All-India level examination for admission to medical courses across the country early next year.
 In its response, sources said JK had cited constitutional protection under Article 370 maintaining that education is its jurisdiction. “In its directions on the matter, the Supreme Court has exempted Jammu and Kashmir from following the (MCI) policy,” said Secretary, Law, G H Tantray.
 Though the MCI has already issued notice announcing conduct of the examination, an official at the Board of Professional Entrance Examinations- (BOPEE)  a state body which conducts the medical and other professional examinations - said it will have no bearing on the state.
 The official, wishing anonymity, said the MCI- an umbrella body of all medical colleges from different states- will continue to ensure maintenance of standards of the institutions by J&K.
 Officials said due to the protection provided by the J&K Constitution, Jammu and Kashmir does not follow many MCI guidelines for conduct of examinations and admission to different courses.
 Citing example, officials said while MCI recognizes only three categories, SC/ST/OBC, for entrances examinations, JK approves five to seven categories.
 Earlier this week, government had made it clear that medical entrance 2012-13 shall not be covered under MCI for allotment of seats in the medical colleges in Jammu and Kashmir.
 Minister for Medical Education, RS Chib, had said that MCI had tried to approach State with the intention to cover all its medical colleges for admission under their admission guidelines. However they were specifically informed that the same will not be allowed under the provision of special laws of the state.
 Officials said in fact BOPEE has already announced to conduct post graduate and undergraduate medical examination in February and June respectively.
Last year more than 22000 candidates had appeared in MBBS entrance examination for which the results were announced in record four days.
“We are performing our job smoothly,” said a BOPEE official.
